The Environmental Protection Agency (EPA) mandated the establishment of a stormwater program as authorized under the Clean Water Act (1977) and the Water Quality Act (1987). The laws require urbanized cities and counties to implement a water quality program to protect streams and rivers. Hamilton County Water Quality Program (the Program) operates under National Pollutant Discharge Elimination System (NPDES) Permit Number TNS075566, issued by the State of Tennessee Department of Environment and Conservation (TDEC).
Permit coverage requires the Program to meet the following 6 Minimum Control Measures (MCMs).
MCM1 Public Education & Outreach on Stormwater Impacts
MCM2 Public Involvement & Participation
MCM3 Illicit Discharge Detection and Elimination (IDDE)
MCM4 Construction Site Stormwater Runoff Control
MCM5 Post-Construction/Permanent Stormwater Management
MCM6 Pollution Prevention and Good Housekeeping at Municipal Facilities
